Commissioning
Commissioning (abbr. Cx) is a process of verifying and documenting that the mechanical systems in the building are designed, installed, functionally tested, operated, and maintained to meet projected/designed requirements.
Commissioning is intended to detect mistakes such as improper system operation, missing equipment or equipment that was incorrectly installed or set up, thereby avoiding later occupants’ complaints, callbacks, indoor air quality and thermal comfort problems and premature equipment failures.
Commissioning helps fill the gap between the design team, who are usually not appointed to check such details upon project completion, and subcontractors, who may inadvertently err on key items like equipment settings or sensor locations.
Commissioning helps optimise facility’s performance, reduces operation and maintenance costs, and increases occupants’ satisfaction.
Most important steps in the commissioning process:
- Review of the owner’s requirements (design concept and functional specifications)
- Preparation of a Cx plan
- Preparation of a List of Systems and Functionalities
- Review of proposed equipment selection and implementation solution
- Regular monthly supervision of construction
- Preparation of a Test Plan based on mechanical installations design plans and functional specifications for equipment operation
- Functionalities testing
- Analysis of results and comparison with expected values
- Start-up and confirmation of correct system operation
- Review and approval of drawings of completed works, user manuals, and training plans for O&M staff
- Report on completed Cx
Commissioning process begins already in the initial concept design phase, when the functional specifications of the system are determined. Commissioning then continues throughout all phases of the project. At every design stage design documentation review is conducted. During construction, commissioning team prepares commissioning checklists and leads functional testing of the systems. At the end, acceptance documentation is prepared.
Commissioning Authority or Commissioning Agent (abbr. CxA) is an individual designated by the building owner/developer to organise, lead, and review the completion of commissioning process. The CxA facilitates communication between the owner, designer, and contractor to ensure that complex systems are installed and function in accordance with the project requirements.
